It is, you just see french texts because the game Mogwaï used to take the screen is in french but if you add the menue to an english version you will see Main menue, etc.. with the english texts  |

What he means if you have the English Version, with English Text Files... then the Player Interface will be in English.
If you do not have the English Text Files in the textes folder, then it will be some other language.
Every ------> Menu Choice, Help File, Prompts, Vehicle Types, Screen Acks, etc... are in the textes folder.
