Shift key not working?

In game tutorial it says you can queue orders by holding Shift and units will start doing all the orders when you release the shift button. When i do it they start doing orders instantly like i was not holding shift.
Next tutorial is says you can order your planes to kill several targets by holding Shift same with recon plane you can order it to fly in different places. But when i hold shift nothing happens, i don't see any icon change or anything and can't control my planes.

I haven't used Shift key to queue orders so far, but I have used it for the recon plane and that is working perfect. I tried Shift key on other types of plane, but that doesn't work.
