Sounds like a script issue in the lua or xml. Loading from the mapeditor does not provide the objectives and script, so it is a place to start. Look for a mispelled object name or error in the syntax.
I had this issue with St Vith as well. They released a updated version later in a patch... I think...
I better scratch the bald spot on my head a bit to remember way back when.

Focus on the Chapter xml or lua syntax.
The 1.xml calls the maps...
It also calls the context.xml which provides locations of key elements of the database. Perhaps an object has been listed that is an error. This would be suspect if custom units were added.
The 1.xml also calls the header.txt and description.txt but if not in Chapter path usually does not cause a <fail>. But I suppose it could... never say never...
The script.lua provides the base upgrades or open slots --- and enables next mission.
The script.lua tends to look for the "mission variable name" = 1 before allowing the next upgrade or slot.
It does not call the next mission, but does set the table (-enables-)
Check syntax of unit upgrades, mission path or name.
Calling the mission as a custom mission would avoid these chapter files, but would load mission files and script.

I recall having all sorts of problems with context files. Can't they be left out of a chapter?
One of the problems I recall was an incorrect type of core unit. I was trying to substitute an M4A3 tank for an M-10 SPG (Why they didn't classify the M-10 as a tank, I don't know.) BK doesn't like it if you try to change the class of a core unit, and that tends to cause an abortion on loading.
Be that as it may, would you be interested in seeing slightly more realistic context files for BK and RT? That might help.

Revised Blitzkrieg Context FilesThese are the standard context files modified to use the best units to make the selection of vehicles and soldiers as appropriate to the campaign as I can, given what is available in the game and my knowledge of what equipment was available when.
For the Germans and Allies, the Africa or Tobruk folder has been changed from sorting by difficulty to sorting by date. The equipment featured in Easy is for the November '41 Crusader battles; the Normal has equipment for the July '42 Gazala battles, and the Hard is for the late-'42 Alamein battles.
Some of the Allied context files have been split into two. Normandy, Italy, Tunisia and Ardennes originally contained mixed U.S. and U.K. infantry and equipment. The original file has been retained with what for me seemed the logical choice, or a matter of preference. In most cases, an extra folder has been added containing the units of the troops that were not included. For example, for the Allies there is Tunis containing only U.K.items. There is also TunisUS, with U.S. troops and equipment.
Several new folders for the Germans and Soviets have been included. These give equipment for the 1944 and 1945 fighting that was left out of the original context files/folders.
If you want to use context files for your chapters, find the appropriate folder, extract the context.xml file and add it to your chapter in the appropriate place.
If you want to run the standard Blitzkrieg campaigns with a better mix of troops and equipment, just drop the Scenarios.pak file into your Run\data folder of Blitzkrieg.
I have some context files for Rolling Thunder as well. I will post them here some time soon.

They're not going to work properly. There are two classifications for autos: trn_carrier and trn_tractor. I thought that they would sort themselves out according to class; the tractors would replace tractor-types pulling guns, while the carriers will tow the smaller guns and carry the infantry.
Apparently not. This seems to be another little facet of the game that the developers did not bother to implement. Thus those context files will give you carriers only, no heavy vehicles for pulling the heavy guns. I should have tested further before I published, but it seemed so obvious. I'll have to revise them. won't take long. In the meantime I'll disable the download.

i was also worrying this when making chapter, but appearantly it isn't necessary either to have a context file... i have the following reference in the 1.xml of chapter folder:
<ContextName>scenarios\custom\chapters\IU01_France1940\context</ContextName>
however, in this folder, there is no such file... but the map works fine... does it take a replacement from data.pak? i don't know.
i'd say to try it without context file...
