A tank converted to a towing vehicle? Maybe Vickers 6ton, 7tp or something similar?
EDIT: To specify a bit more, a tank captured by the germans and converted.

Because they converted lots of captured equipment, which maybe otherwise wasn't really suitable in it's earlier role, into towing vehicles etc.
And, I thought it's maybe unfair or so to make such an imprecise guess. I would say that it is obviously a towing vehicle for artillery (still I might be wrong).

Not sure for the T-26-T, looked it up in google, looks slightls different. But the chassis looks the same...
Maybe another T-26 variant?

Off the top of my head I'd say that Hitler only officially declared war against one nation. It was, of course, the biggest mistake of his career. On December 11th, 1941, in a speech at the Reichstag he declared war against the United States of America. If he had not done that, the U.S. Congress most likely would not have declared war on Germany.
For all other nations that he attacked, he always tried to do it with surprise, so no declaration of war.
